حساب مستقل وجوه جاری
تعریف:وجوه جاری یکی از وجوه عمده وزارتخانه ها وموسسات دولتی است که عملیات روزمره وجاری سازمانهای مذکوررا تامین مالی میکند.وجوه جاری به منابعی اطلاق میشود که هزینه های اداری و عمومی سازمانهای دولتی را تامین میکند. همه سازمانهای دولتی حتی کوچکترین انها نیز از وجوه جاری جهت انجام فعالیت های عادی و عمومی خود استفاده میکنند.
اعتبارات جاری:منظور اعتباراتی است که در برنامه عمرانی پنج ساله به صورت کلی و در بودجه عمومی دولت به تفکیک جهت تامین هزینه های جاری دولت وهمچنین هزینه نگهداشت سطح فعالیت های اقتصادی و اجتماعی دولت پیش بینی میشود.
بودجه عمومی دولت:بودجه ای که برای اجرای برنامه سالانه منابع مالی لازم در ان پیش بینی واعتبارات جاری وعمرانی دستگاه های اجرایی تعیین میشود.پس نتیجه میگیریم که منابع مالی سازمانهای دولتی ایران جهت اجرای فعالیت های جاری،وجوه جاری یااعتبارات جاری میباشد.
مبانی حسابداری مورد استفاده درحساب مستقل وجوه جاری:
حسابداری وجوه جاری،مبانی نقدی،نیمه تعهدی،تعهدی و نقدی تعدیل شده برحسب مورد میتواند مورداستفاده قرار گیرد.قوانین و مقررات مالی هرکشوری باتوجه به وضعیت برنامه ریزی و تخصص های موجود مبنای حسابداری درامد و هزینه را تعیین مینماید.مبنای تعیین شده بدون توجه به مزایا و معایب ان و به لحاظ لزوم پیروی از اصل تقدم قوانین و مقررات باصول و موازین حسابداری،برای حسابداران بخش دولتی قطعی و لازم الاجرا خواهد بود.وزارتخانه ها و موسسات دولتی ایران که درامدهای خود را بدون هرگونه دخل و تصرف بایستی به حساب خزانه داری کل واریز نمایند:فاقد منابع مالی مستقل بوده و وجوه لازم برای تامین مالی هزینه های خود را در حدود اعتبارات مصوب از خزانه دریافت میدارند، لذا وجوه دریافتی از خزانه بر مبنای نقدی شناسی و دردفاتر ثبت میشوند.برای شناسایی و ثبت هزینه های وزارتخانه ها و موسسات دولتی مبنای حسابداری نقدی تعدیل شده مورد استفاده واقع میشود.
ماده 63 قانون؛در صورتی که تعهدات وزارتخانه ها و موسسات دولتی که در نتیجه تحویل کالا ویاانجام خدمات و غیره ایجاد میشود،از محل اعتبارسال ایجاد تعهد تامین و پرداخت گردد،به حساب هزینه همان سال منظور می گردد و در غیر این صورت از محل اعتبار خاصی در سال بعد یا سال های بعد تامین و به حساب هزینه سالی که پرداخت صورت میگیرد منظور میشود. مبنای حسابداری هزینه در حساب های مستقل وجوه جاری،عمرانی و اختصاصی نقدی تعدیل شده میباشد.
طبق ماده قانون102 پیش پرداخت ها در سالی که به مرحله تعهد میرسند و علی الحساب ها درسالی که تصفیه میشوند به حساب قطعی همان سال محسوب و در صورتحساب عملکرد سالانه بودجه کل کشور جمعا و خرجا منظور میشود.
حسابهای دفتر کل حسابهای مستقل وجوه جاری
به منظور نگهداری حساب های تفصیلی برای ثبت فعالیت های مالی دستگاه های دولتی و برقراری ارتباط لازم و متقابل با حساب های متمرکز خزانه که بطور خلاصه نگهداری میشود ،سیستم حسابداری واحدهای اجرایی دولت باید به نحوی طراحی شود که هم اطلاعات موردنیاز مدیران سطوح مختلف سازمان ومراجع ذی ربط را تامین کند و هم اطلاعات مستخرج از آن،بااطلاعات مربوط به دریافت و پرداخت واحدهای موردنظر در دفاتر خزانه،بااستفاده از یک سری حساب متقابل،قابل مقایسه و کنترل باشد.
حساب های دفترکل حساب های مستقل به شرح زیر میباشد:
حساب های دارایی:جاری با خزانه،بودجه جاری،بانک پرداخت جاری،بانک تمرکز وجوه درامد عمومی،تنخواه گردان پرداخت،پیش پرداخت سال جاری،پیش پرداخت سنواتی، علی الحساب سال جاری،علی الحساب سنواتی،موجودی مواد و ملزومات.
حسابهای بدهی،اندوخته ها و اعتبارات:درامدعمومی واریز شدنی،اسناد هزینه پرداختنی،بدهی به سایر سازمانها،تنخواه گردان حسابداری،اندوخته پیش پرداخت و علی الحساب سنواتی،اندوخته برای موجودی مواد وملزومات،اعتبارات مصوب و اعتبارات تخصیص یافته.
حساب های عملیاتی(درامد و هزینه):
هزینه سال جاری،هزینه از محل اعتبارات سنواتی،درامد عمومی،درامد عمومی واریز شده به خزانه.
حساب های بودجه ای:
تعهدات قطعی نشده،اندوخته تعهدات قطعی نشده.
حساب جاری باخزانه-بودجه جاری:
درآغاز سال مالی و در موقع ابلاغ بودجه مصوب وزارتخانه یاموسسه دولتی،میزان وجوهی که قراراست خزانه از محل اعتبارات مصوب تخصیص یافته در اختیار سازمانهای مذکور قرار دهد،از یک طرف به بدهکار حساب فوق و از طرف دیگر به بستانکار اعتبارات مصوب منظور میشود.به بیان دیگر حساب جاری باخزانه-بودجه جاری از نظر دستگاه های دولتی مورد بحث به منزله دارایی پیش بینی شده است که در طول سال مالی با درخواست همان واحدها از طریق خزانه به وجد نقد(دارایی واقعی)تبدیل خواهد شد.
وجوهی که از خزانه ازمحل بودجه هرسال مالی به حساب بانک پرداخت وزارتخانه یا موسسه دولتی واریز می نماید،دردفاتر حسابداری اینگونه ثبت میشود:

بانک پرداخت جاری:
وجوهی که از محل اعتبارات تخصیص یافته سال مورد عمل بودجه جهت انجام پرداخت های قطعی و غیر قطعی دراختیار وزارتخانه یاموسسه دولتی قرار میگیرد،به حسب بانکی واحد مذکور که از طریق خزانه افتتاح شده است واریز و دردفاتر به بدهکار حساب فوق منظور میشود.کلیه پرداخت های قطعی و غیرقطعی دردفاتر حسابداری به بستانکار حساب فوق منظور میگردد.
بانک تمرکز وجوه درامد عمومی:
هرگاه خزانه به منظور ایجاد تسهیلاتی در امر وصول درامدهای سازمانهای دولتی حسابهای بانکی واسطه ای افتتاح کند،تا درامدهای سازمان ابتدا به ان حساب واریز و سپس به حسابهای خزانه دربانک مرکزی انتقال یابد،درامدهای وصولی به بدهکار حساب فوق منظور و دردفاتر سازمان منعکس میشود.
تنخواه گردان پرداخت:
وجوهی که از طرف ذیحسابان دستگاه های دولتی جهت انجام هزینه های جزئی و متوسط در اختیار عاملین ذیحسابان و یا واحدهای تدارکاتی وکارپردازان قرار میگیرد در بدهکارحساب تنخواه گردان پرداخت منظور میشود.
پیش پرداخت سال جاری:
وجوهی که از محل اعتبارات تخصیص یافته سال مورد عمل بودجه قبل از انجام کار یا تحویل کالا پرداخت میشود،در بدهکار حساب فوق منظور میشود.
